    What is it?

    To tempt and test us?

All under the supervision of God?

I suppose this would fall under why there is evil at all?

well, it’s not as if Satan was created by God as a contrasting force. Satan/Lucifer/the Devil is an angel that wanted the same power as God, but was cast out of heaven.

Evil is anything contrary to or against God. Evil exists because people choose to do it. God lets us freely choose to love and follow him rather than create us as robots because it is more authentic, it’s a true love. Evil is the result of choice, bad choice.

So, why do you think he’s allowed to rome free in both worlds?

That’s really what I’m getting at.

Evil exists because people choose against God. The devil doesn’t make people do anything. Satan is not another spirit roaming around tempting people. Satan doesn’t control anything. It would be false to believe in the devil someone/thing that runs around tricking people into evil.
