The Catholic Church says that any baptism that uses water and the words “I baptize you in the name of the Father, and of the Son, and of the Holy Spirit” is valid (unless, of course, that person has already been baptized).
With that being said, the ordinary means for a baptism is through an ordained person, but in certain cases it is completely acceptable for a Christian to baptize another Christian using the formula I prescribed above.
