The stipend belongs to the priest who offers the Mass, not the parish. The usual reply to the question of stipend includes that material items like the candles are used up when a priest offers the Mass. That is why when a priest cannot offer the Masses he has taken stipends for, he is obliged to find a priest who can, and to transfer the funds to that priest.
